الوصف الوظيفي
- Participate in the development of College objectives, HR philosophy and strategic planning in relation to HR programmes and current trends in human resources management.
- Develop goals and objectives for the Human Resources Department and initiate specific programs for the various functions of the department to implement College policy of the Human Resources Department and procedures, Terms and Conditions to achieve goals and objectives.
- Ensure the implementation of College Council decisions related to HR through the development and implementation of relevant policies and procedures.
- Ensure that all Human Resources policies, procedures and practices comply with College and MSD regulations, and with the laws and customs of the Kingdom of Saudi Arabia.
- Direct the planning, development and implementation of the College compensation/benefits program, reviewing periodically for labor market and internal consistency.
- Provide guidance and control of the activities of the managers and staff in all divisions of the Human Resources Department, ensure maximum utilization and efficient deployment of the Human Resources.
- Maintain the integrity of the budgeted staffing establishment, and evaluate the validity of requests for creation/deletion of positions for all departments and divisions in the College.
- Develop and maintain progressive human resources systems, control systems and capabilities for the analysis of human resources related statistics.
- Liaise closely with other division and department heads in order to anticipate, identify and resolve human resources related issues.
- Liaise with MOD/ MSD regarding human resources related issues.
- Attend meetings as required, participate in and chair committees as requested, and apply decisions and recommendations.
- Participate in professional activities to keep abreast of developments in the Human Resources field.
- Maintain effective and efficient utilization of the techniques and tools of professional Human Resources Management by all employees.
- Perform other applicable tasks and duties assigned within the realm of the employee’s knowledge, skills and abilities.
Education/Licensure:
Essential: Master’s Degree in Human Resources or related Administrative field.
Desirable: - High diploma in HR or equivalent.
- PhD Degree in Human Resources or in an appropriate area of study
- Membership of the Institute of Personnel Management, or an equivalent professional organization.
Professional Experience:
Essential: Minimum of eight (8) years comprehensive experience in management in large, complex organizations, with a minimum of six (6) years executive management experience post qualification in charge of a large multi-function Human Resources Department.
Desirable: - Extensive exposure to policy determination, financial management, planning and problem solving.
